FAQ
Health coverage in California, explained plainly
When is open enrollment for Covered California?
Open enrollment runs from November 1 to January 31. If you enroll by December 31, coverage starts January 1. If you enroll in January, coverage starts February 1.
Can I enroll outside open enrollment?
Yes, after a major life change, such as losing job-based coverage, the end of COBRA, marriage or domestic partnership, a birth or adoption, or moving to a new ZIP code. Most of these life changes give you a 60-day window to enroll.
Does California require health coverage?
Yes. Since January 1, 2020, California residents must have qualifying health coverage, get an exemption, or pay a penalty when they file their state tax return.
What is the penalty for not having coverage?
The Franchise Tax Board lists sample amounts for 2025 of $950 for an adult and $475 for a dependent child. The penalty depends on your household size and income.
Can I get help paying for a plan?
Covered California offers financial help, and how much you get depends on your household income and size.
